The behavior of cops is personal, professional, and environmental. You cannot be a good street cop unless if you can impose authority quickly and effectively. That's a fundamental basic requirement for the job, otherwise you cannot even direct traffic. Some cops working in sh*tty neighborhoods suffer from the environment, and reflects on their personality.
I used to live in a not so good neighborhood next to gang-infested Haiiwan Gardens in Southern CA when I was attending HS. One time I was helping a friend work on his car, and a cop rolled up and made us put our hands on the hood while he searched us and the car. He commented "c'mon, you're orientals, you gotta have at least a knife or something in the car".
If this happened to you, write down the officer's name and go to the local police station to file a complaint promply. All complaints are reviewed by the IAD (internal affairs division) and go on the officer's permanent record.
Several years later, my mother was working as a manager for Panda Express in Mission Viejo. Some drunk idiot backed his car into my mom's car in the parking lot. MV police sent out 3 police cars and 1 accident investigation specialist van within minuets. The guy who was drunk complained that his neck hurts and they immediately summoned an ambulance for him. My mother asked the officer if her car was safe to drive, and the officer drove my mom's car around the block once to make sure it was OK.
Compared with her earlier experiences in poor-er cities, where the cops the rude and didn't even bother to file a report before leaving, she commented that I should "save money and move to a better city". I took her advice.
Now I live in a city where the most exciting crime of the week is some mentally unbalanced guy eating a hot dog at local gas station at 1am, sans clothing. The cops here are pretty good, if you can find one. If your kid crank calls the cops nonstop, you'd find 8 police cars at your doorstep, because they need the exercise.

Commenting on the thread's title, there's a difference between being a gentlemen and an ass-kisser. In ye olde days being a gentlemen means something from a good family with a coat of arms, not a "vegabond". In modern usage is means a distinction of position, education, and manners. Good manners means treating others, both men and women in a respectful way. RESPECT does NOT equate to putting someone on a pedestal and kissing up their butt -- dogs do that.
Men who act like dogs, naturally get very little respect.
