W: So you see, the issue is not so clear cut. It says "may" and it doesn't say that me signing the birth certificate would be enough. So how would you know that they will accept the birth certificate and my signature only?

The issue is clear as it could possibly be:

1) marry Dianne

2) take the birth certificate to the embassy and apply for citizenship

I know because that's exactly what my friend Ricky did in Moscow when he and his Russian wife had their daughter. The procedures are exactly the same whether you're in Manilla or Moscow.

If you don't like the value of this forum, then either do something to make it better, or leave it. But either way, please change that disgusting avatar.
