This kind of reminds me of Asians. Why is the Philippines such a mess? Or even to some extent Thailand? Yes, they are Asian maybe not the same as Koreans or Japanese. It's really easier to say it's all about genetics and that's why they are a failed state. I think it's much more complicated than that. Granted IQ may play a factor but it's much more complicated than that.
