Was Winston irresponsible for trusting Dianne and her family to take the necessary steps to ensure Angelo was covered for health-care?

Yes- He should have already either known Filipino's tendency to be unreliable O and/or he was put on notice after bugging her family numerous times with no success.
No- He had no reason to know the general Filipino propensity for unreliability and/or he had no reason to think that Dianne's family would fail to take care of it.
