Is this the letter of a scammer?

Hi everyone,

I've been on InternationalCupid for about a week and I'm getting a ton of messages and interest primarily from Ukraine and Philippines.
Most of the girls look cute in a real, non-model/stripper sort of way and I like that.
But a few of them are just too hot to be believable. And my BS detector starts to go off.
For example, one model-looking blonde from Ukraine asked me for my email (I set up a separate hotmail account specifically for this purpose) and then sent me this long and flowery but very generic, unspecific letter. Take a look and notice how she (he? they?) could have easily just used a generic form letter and plugged my name in 2 spots to make it seem personal:

"Hello, my dear [my name]!

I would like to begin my letter with the words, that it is really so nice to meet you and to know you better. I should say that I don’t know what I have to start from, because we have to talk a lot about …I should admit that such kind of correspondence is really unusual for me. Usually it is enough to look into somebody’s eyes or to hear the voice in order to understand everything about the person. Unfortunately, we don’t have such chance now, but I should note that we have the most romantic way of the communication with each other, do you agree with me?

Of course, you have one question in your mind now; you want to know why I am here and what I am looking for, right? I am looking for sincere, honest and understanding person who is ready to create happy and long term – relationship. I want to feel support, respect and love from my man. I am sure, it is impossible to build relations on lie and distrust; do you agree with me, dear? My aim is to find a person who will make me happy and whom I can give all my love, which I have in my heart. I am not a woman who plays games with the feelings of other people. On my opinion ,happiness is to have a person next to you who can be my best friend, my soul-mate and beloved at the same time.

We met each other on "Internationalcupid". I checked your profile and found you very interesting and many sided person and i will be glad to know you better. I still have hopes to meet kind , loyal and sincere person . The hope springs eternal in the human breast ,do you agree with me? I checked your profile carefully and found it interesting . After giving me your e- mail address i decided to connect with you via it.

It touched me so much . Perhaps ,you are the person i am looking for ,who will be honest and frank with me, and will make me happy.

Dear [my name], I understand clearly that in order to find your destiny and to build happy relationship ,i think that that both partners have to work hard. If you don’t afraid difficulties and ready to create a long term relationship, then I will wait your sincere letter with impatience. I really would like to know you better, so please tell me about your desires, interests and your life.

And included as attachments are two insanely hot sexy lingerie photos of a clearly breast-enhanced Marina who in the US would be way, way out of the league of anybody who wasn't a millionaire or a football star.
Either I am suddenly having the best luck in the world or something fishy is going on. WTF?!?

I got her letter 2 days ago and haven't responded yet out of disbelief. How do you respond to something like this???

By ignoring it and calling BS, because that is clearly a generic letter.
