Killer Robots

Listening to Weev on the Internet radio, he said that with existing technology and a modest development budget, “nigger killing robots” could easily be developed. He is working on racial profiling software, which already works when it comes to distinguishing humans from blacks, although one would hope he has considered preventing the possibility of taking out the great apes as well. He pointed out that this project would need the infrastructure of a small nation state, as there would be a lot of infrastructural overhead involved in building killer robots.
Unfortunately he didn’t go into detail as to the nature of the robots themselves. What would they be? Drones with mounted guns? All terrain vehicles with mounted guns? Terminator-like things? Some combination of those or something completely different? Does anyone know?

The other issue would of course be to stop the robots from going rouge and wiping out humans as well. Perhaps they could be designed so we could somehow defend ourselves from them?
