I don't see how any of this gets done. There's got to be people acting on these prompts that the various leaders send. I get that those people are probably cut from the same cloth, but this is no reason for their actions to not be precluded. There's not necessarily a reason to go easy on them, either. If they are so keen on endangering other people's families, their own should be seen as a possible angle of leverage. There doesn't necessarily have to be any support coming from these individuals for the direct blocking of their actions, either.
