CBD oil is Cannabidiol which is the medicinal part of Marijuana extracted from the leaves and stalks of the plant. THC is the psycho-active chemical in marijuana that makes you "high." You can get CBD oil with all the THC removed, or with only 0.03% (the legal limit) of THC. Some studies show that that negligible amount of THC enables the CBD oil to be more effective than without the THC. Most CBD in the USA has no (or extremely little) THC in it so there is no "high" associated with it.
There are many CBD oil shops sprouting up all over the United States. But you can also order it on Amazon or eBay, though of unknown qualilty. I tend to like American Shamen brand.
For sleep apnea, a half dropper full of CBD oil under the tongue 30 minutes before sleeping is said to relax the muscles that give rise to sleep apnea.
The issue with CBD is the danger of traveling abroad with it. Some countries might consider CBD oil to be illegal and that would not be good.
