It's not just makeup. Many of those photos have been heavily Photoshopped. Look at the jawlines, facial structure, and particularly the sizes of the eyes - some irises have literally doubled in diameter!

Yeah, I was going to say I'm calling Fake on this one. No way makeup can double your iris's diameter!

Go to youtube and look up circle lens or circle contact lens.
There are also kinds of tape and or glue to manipulate the skin around the eyes to change the visible look/size of an eye.
Some of them do look a bit shopped though.
