Leave Singapore, get 12% Rebate on Purchases

I was told by someone I work with who frequents Singapore that when you purchase things besides food and keep the receipts upon leaving the country you can get a 12% rebate on the price of whatever you bought. They pay it in cash too at the airport. I suppose for some items this might be a good deal in comparison to prices in neighboring countries such as in the Philippines where electronics are overpriced. Maybe one might save money buying a name brand computer or cell phone in Singapore if one needs to make a visa run or something. Just a thought for those living in the SE Asia region.
