Is there common neglect of children in Eastern Europe and Russia or something? You hardly hear about this in other parts of the world...

First time I see anything like this since the Mowgli times. Anyway, here in Lviv I see lots of families with kids dressed up to the nines and they look like they are being taken care of very well.
You will see lots of bad stories about E Europe in the news. They are the last ones that can be picked on because picking on other parts of the world would be seen as un-pc.
