Mercer has their own expatriate cost of living guide but I like expatistan's version better and I think it reflects reality a bit more:

Guadalajara seems like an awesome value for the money as well as much of Poland plus the nightlife/social dynamics in those places don't suck either.

No problem! I forgot to mention you can also do a search comparison of any two cities in the world on that site to figure out relative cost of living. It seems pretty accurate IMO.

How in the hell is Shanghai under Houston.... Makes no sense at all.

It actually does make some sense. Houston may have cheaper accommodation than Shanghai but gas prices and the fact that you have to use a car kills the cost of living benefits. Shanghai has the metro and cheaper public transportation by far.

I didn't find Shanghai to be that outrageous for eating out etc.. either.

It depends on what type of goods you're purchasing and the food you're eating. If you're eating mostly Chinese food then Shanghai and Houston are probably similar in value with an edge to Shanghai. If you are eating mostly western food then of course Houston would be better by far. For electronics etc.. Houston is definitely cheaper too. Other than that the value is probably a wash. A night on the town is probably still cheaper in Shanghai when going to mid-range establishments.
