This is very similar to what I have been posting about. When girls are raised properly or are taught the traditional values then they can make the right decisions. One of the reasons why many girls act irresponsibly and are promiscuous are because they want acceptance, they aren't taught the traditional values, they aren't taught to value their virginity, and the list goes on.In the book, here is how the Duggar women describe teenage female sexual desire:
"The girl may so yearn to feel valued and accepted by a male that she gives in to the boy's desires. But too often the boy's 'love' for her turns out to be fleeting, and the girl is left cast off and degraded. From there, things can easily spiral downward as the girl's yearning to feel valued intensifies and she seeks acceptance from the next boy who comes along. We hear from a lot of girls in this painful situation."

So if a very small number American girls can do the courtship and strict purity thing, then there will be a much greater number of foreign girls that are doing it. Eastern Europe is more traditional and conservative than America, so many of the girls there must be pure virgins.
No fornication, no kissing before the wedding, and courtship (not dating) is what classifies as a traditional relationship.
