The behavior of cops is personal, professional, and environmental. You cannot be a good street cop unless if you can impose authority quickly and effectively. That's a fundamental basic requirement for the job, otherwise you cannot even direct traffic. Some cops working in sh*tty neighborhoods suffer from the environment, and reflects on their personality.

I used to live in a not so good neighborhood next to gang-infested Haiiwan Gardens in Southern CA when I was attending HS. One time I was helping a friend work on his car, and a cop rolled up and made us put our hands on the hood while he searched us and the car. He commented "c'mon, you're orientals, you gotta have at least a knife or something in the car".

If this happened to you, write down the officer's name and go to the local police station to file a complaint promply. All complaints are reviewed by the IAD (internal affairs division) and go on the officer's permanent record.

Several years later, my mother was working as a manager for Panda Express in Mission Viejo. Some drunk idiot backed his car into my mom's car in the parking lot. MV police sent out 3 police cars and 1 accident investigation specialist van within minuets. The guy who was drunk complained that his neck hurts and they immediately summoned an ambulance for him. My mother asked the officer if her car was safe to drive, and the officer drove my mom's car around the block once to make sure it was OK.

Compared with her earlier experiences in poor-er cities, where the cops the rude and didn't even bother to file a report before leaving, she commented that I should "save money and move to a better city". I took her advice.

Now I live in a city where the most exciting crime of the week is some mentally unbalanced guy eating a hot dog at local gas station at 1am, sans clothing. The cops here are pretty good, if you can find one. If your kid crank calls the cops nonstop, you'd find 8 police cars at your doorstep, because they need the exercise.

==========

Commenting on the thread's title, there's a difference between being a gentlemen and an ass-kisser. In ye olde days being a gentlemen means something from a good family with a coat of arms, not a "vegabond". In modern usage is means a distinction of position, education, and manners. Good manners means treating others, both men and women in a respectful way. RESPECT does NOT equate to putting someone on a pedestal and kissing up their butt -- dogs do that.

Men who act like dogs, naturally get very little respect.

I thought about reporting the cops but really what good does it do wasting my time?

There are always going to be bad cops out there and by reporting it you can put yourself in serious jeopardy. For what really?

You mentioned something that is obvious. Police is bought. Why do we even have cops in good areas. They barely need them. The cops in the bad areas are just as bad the criminals. The laws are sweeter and neater in nice places. Just like the roads, the buildings, and the people. Its just that why does it have to be that way what I don’t understand. The reality is that it goes back to what many of you say. Its all a big lie and were living in it. Laws are suppose to be laws everywhere but that’s how it really goes. Is it?

I am very glad and admirable that you shared that story with us as I learned a lot from it and I have shared similar paths. I am just too untrusthworthy skeptical to share mine. I don’t know how many times I wanted to take the laws into my own hands but that is a trap in itself. You did the right thing by moving on and living better, just one thing. Never stop improving.

According to California State Law, every police department is required to have complaint forms avail to anyone who ask for it. However, in pratice, this varies from department to department. California CHP (Highway Patrol) has the forms in a stack that you can just pick up, no questions asked. But in some cities the police station require you to provide name and reason before they'd give you the forms. Some people may feel intimidated by the process.

In my city our police department has an "Office of Professional Standards" staffed by a Lieutenant. Anyone can contact him by e-mail, phone, or in-person to discuss any issues regarding the conduct of our officers and file a complaint. Complaints against police officers are reviewed by IAD (internal affairs) and stay on record for the officer's career.

You might feel that your complaint serves little purpose, but when it comes time for promotion or disciplinary reviewes, all the skeletons in the closet come out.

From what my experiences this process of placing a compliant is not only useless but dangerous. I’d rather not get into details because it would be a disappointment.

You were smart and fortunate to move out of a bad area where you are able to live peacefully but the rest of the world isnt like that. You said it yourself in one place the cop almost killed you and in the other they babysitted you.

What I meant by it serving little purpose is that I will get my hands dirty for a little avail. Yes you are completely right and I praise you for being so courage’s but what I meant about it being useless I meant that it doesn’t matter if I do it, I at the most am going to take down what one cop? When this type of behavior happens all the time globally. Yes I can take one down but what about the rest that act just as bad? Where and when will it end if it happens as a whole? Countless times it has happened both recorded and none. Has it stopped it from happening? It will only stop when we act as a whole and as you can see most of us don’t, that is all I meant as useless. I know I can fight them but at what cost and will it actually change anything?

The police are required by law to provide complaint forms, but they're not obligated to make the process easy. Consider, there's no time limit on filing a police report, but complaints against an officer must be filed within 30 days to the incident in many counties. Also, anonymous complaints are considered invalid in most cases.

As an individual, you cannot possibly stop every corruption in the world. But you can file a complaint against an officer who mistreated you personally. The process can be intimidating, you may be required to speak to an on-duty supervisor at the police station to get the complaint form, and you need to provide personal information and contact info on the form itself. Some people fear retaliation and stop at this point, as an individual you must decide if you want to live in fear or not.

My solution was to simply move to another city. Ironically, after I left they built a casino in the city and cleaned up the neighborhood. LoL.

P.S. if you follow college and NBA basketball, I went to the same 2nd rate high school with Ed O'Bannon (formally UCLA Bruins, New Jersey Nets & Dallas Mavericks). Unfortunately his injuries killed his career, but I still remember him as one of the most polite star athletes without a single bone of arrogance.

Consider this. I saw a documentary where certain people went to police stations to place a complaint and what happened next occurred next was that they got abused, arrested, threaten, lied to. That said enough to me if I ever wanted to do it myself. f**k that, I did do once, and what happened was not very pleasant. Is it really worth the trouble? No. That’s why nobody does it. Is it obvious that it does happen? Yes. Why does it happen then? Cause there is nothing you can do about it. As an individual you have no choice but to live in fear.

I disagree. There are many things I cannot control but I need not fear them. Yeah, the police can come and arrest me on bullshite charges but I do not FEAR that happening. I accept what IS in the world and walk around it whenever I can, which is 99.999% of the time.

you took that line completely out of content and ran wild with it. I didnt mean to say live in fear in a daily life in your personal life. I meant you live in fear as an individual compared to the masses. If you have money or know people you will have someone that has your back and protect you. You will live in less fear than oppose to someone that has no one and nothing.

In either case as a human you have many fears, that doesnt mean that you have to let it control your life.
