This is not unexpected. It's a natural result. The worrying aspect is that it is global ~ Across the earth, men continue to invite women into their areas ~ weaponry, physics, science, technology, all forms of sports, finance, music, art, politics, etc. They continue to bestow power and authority upon them. BECAUSE THEIR GOD U.S.A. SAYS SO. TOTAL COWARDICE BY THE REST OF THE WORLD'S MEN. One solid whack in war to this pathetic nation called America will send it flying back into the dark-ages period where it belongs. But no capable nation like China or Russia or India dares to do it.

No surprise, in Philippines feminism is very much advanced in politics. No. 5 in the world, no. 1 in Asia.
It's about a certain small group of rich women, feminists who are financially fairly good off, who care about 'international laws' and 'political correctness'. They don't care about the living condition of poor people in their own country.
Ordinary people in return don't care much about such laws in the Philippines, men and women are equals, both are 'equally poor'. Simple people in Philippines are more worried about what to eat tomorrow (food shortages due to flood), how to pay for medical help (as there is no health insurance, pay cash or die early) and how to pay the monthly rent for a little house for the family.
Such politicians are ridiculous, and investigated it turns often out they are corrupt, stealing whatever they can find.

As you said correctly, in Philippines laws created by the rich and the reality of life for most Filipinos are two different things.
According to her bio Sen. Pia Cayetano is the daughter of a Philippine senator and an American/German woman, for sure she is not one of the ordinary low-income women in the Philippines. Studied most of the time while still young and without being worried who will pay her bills and when the father died she took over his place becoming a politician.
From the same political party as Ferdinand Marcos Sen. - As usual children take over the political job from the parents. Protestant, who was starting to collect some votes claiming women rights (abortion), children rights (anti-spanking laws), sometimes abroad in Hawaii and South Africa for women-rights meetings.
Business owner, lawyer, on 'good mission' to arrange sport meetings...
The political party is down after the departure of Marcos. Without help from other politicians of other political parties, she has not much to say - Nationalistica holds presently 5 seats out of 24 in the senat and 17 out of 292 in the house of representatives.
As feminism is not very productive, it seems she is always looking out for foreign financial help, NGO, UN etc. etc. to help poor women and girls, at least she is mentioning old people and handicapped people regardless their gender.
