If by "government" you mean the American government, I'd say that from the US government's perspective, both you and I are easily replaceable by immigrants.

Huh? Government has an entity is not human so why would it care? Government has humans running it. That means the majority of the Government is empathetic by and large.
How does that turn into regulation or policy? That depends on ideology largely as Congress makes laws, Government agencies or local enforcement enforce laws created by Congress.
If your on the Right. Social AND fiscal Conservatives believe in Darwinism largely, the strongest will survive. There for in the Libertarian bent they want Government as small as possible, only conceding that Government has a responsibility to those that can't help themselves (poor, elderly, disabled, children) and would begrudgingly allow those social services to remain or risk being removed from office at the next election.
Unless, you sell it as its better to turn things over to the private sector because they run things better. Of course that fails the giggle test, but since the Main Stream Media is largely owned by large media companies who rail against Government on a regular basis Fox News is just the most blatant.
If your Progressive/Liberal, it goes without saying you wanna help people. You might get it wrong however and not too often have a Plan B.
Examples of this are all over US History especially in the last 40-50 years.
So does Government care? Yes it does because its run by humans, but its also guilty to the same failings as other humans like selfishness and greed.
