To be honest I find it VERY difficult to find these kind of sites without them being overly religious (in an American conservative way), so I'm quite excited to see some new links.

Isn't femininity a part of you?, ... it's something innate that you have, or you don't. I don't believe that can be learned, it's either you are or you aren't, right?

I think it can be both. To some it comes naturally and to some it requires some learning. Sort of like musical talent.
