Flagging in N Korea?

I remember somebody mentioning this on the rooshv forum, but I put it off, because I though US citizens could not go to N Korea, at least without special permissions. But then I was looking on the US Department of State, and it said nothing about this. Now that has got me thinking about the idea of flagging in N Korea, but I was wondering about regulation of contact with locals. I wonder if it would be legal to flag there.
