Is This Racist?

It only can be racist if that were his intention. It's possible he wanted the Indian guy to be comfy as possible so that he doesn't leave the position due to not having people around him to make it interesting enough for him to stay. That's the "beauty" of a lot of racism; it cannot be detected unless it's so concretely evident.
But then again, that's the BEAUTY (without quotes) of it not being racist: ignoring it and not giving it power by doing so whether the intent was racist or not!!!
