Your title is misleading. It's two separate stories.
First story involves a western guy in Pattaya who paid only half his 1,000+ baht bill and went to get rest at ATM. But the security guy misunderstood him to be running out on his bill so went after him and some motorcycle taxi guys joined in to beat him up.
Second story happened in Chiang Mai and and involved 8 Malaysian patrons who were charged 114,080 Baht for 4 hours at a KTV. They paid but later complained to police that bill was inflated. That got a partial refund (like half) and later bar was closed down for not having a license.
