I'm surprised no one is talking about this. Paypal has been "limiting" peoples accounts for years now. Many people have lost hundreds and thousands of dollars that are locked in their paypal account. They say they are doing it for security purposes, but the real reason is that they want to steal your money.

That's happened to me twice, but I've gotten my PayPal account unlocked by going through a security verification process, which was easy to complete.
If you log in from abroad, that can trigger your PayPal account being limited. They do that for security purposes in case someone illegally hacked in. Isn't that a good thing?
I was able to unlock my account easily both times. Has it ever happened to you or anyone else?
Why are you listing this as a scam or attempt to steal your money?

ebay/paypal is using this as a scam. have you visited paypalsucks.com? there are ebay exmployees coming out and saying that limiting an account is a scam that ebay uses to get peoples money. they state that they will demand you send them i.d and proof of address. no matter what i/d and proof of address you send them, they will keep your account locked. ebay employees also confess that they prefer to target people with foreign sounding names, like winston wu, rather than white names like john winston.

Happened to me, 600 bucks locked for 6 months, no point arguing with them, they ignored my emails and calls. i dont know how come they are allowed to do business.
