Can Winston's son legally be an 'achor baby.' Pardon the term, but can he get a US passport? Would that make it easy for his mother who is a caregiver to get a visa? If she has standing to get a greencard, might they not give her a visa?

Thread ask on tour visa only but if go there to imgrant visa posbilitys then it be on famly base imgrant type visa

From what I know (read, heard from expat friends and their Filipinas etc.), it's all about the package. The "package" being the overall life situation. Yes, having ties in the US alone might backfire, but having a sister in the US while running a legit business locally, plus being sponsored by another upper class family (Winston's parents), plus maybe clues that she has been in a relationship with an American man (Winston), despite never getting married... Putting everything together might help.

Winston and Dianne are adults, they can choose to do whatever they want. Neither you or I will be the ones sitting behind that desk and making the final decision. So there's no way to know.

The argument that she has a legal path to a Greencard if she really wants it--- with an established sister in the US, in-laws, the father of her child, a US citizen son or son who qualifies-- might be a good argument that she is not going to cause trouble for herself by illegally overstaying her visa. She can say she wants to stay in the Philipines, but wants her child to see his aging grandparents.

That sounds reasonable to me. But I don't know if it ticks the boxes for the embassy. It might be helpful to interview someone from some other embassy somewhere about it or someone from USCIS.

I think I went on that site (or another agency?) about renewing my wife's greencard and the way the schedule works out and travel restrictions while it is being renewed. I think you can chat with them online anonymously @Winston but they probably aren't the specialists in the consular section.
