The age of consent for partners of his age in every country that teaches foreigners in English is 18. I could have sex with a 16 year old girl in Russia, Ukraine, Poland, Czech Republic, Romania, and practically most nations on continental Europe. In Bulgaria the age of consent is 14. I am sure even if I had sex with a 15 year old girl in Novosibirsk, Russia that it would be tolerated because most nations are not like America.
