How to have multiple FB accounts and not get banned

Facebook allows only two accounts: your personal and your business page. Having one with a fake name or a duplicate under your own name may get you banned from FB, period.
However, notice that our Filipino FB friends (and others from non-Western countries) often have multiple ( !) - sometimes four to five- accounts under creative nicknames, informal variations of one's name, pictures of cats, flowers or infants in profiles, in which FB regulations are not followed.
Have you seen them get banned? Me neither.
The non Westerners who get banned are mainly W. Africans who pretend to be slim Hollywood starlets. Their posts are in English and purport to come from the USA.
Apparently, FB is neither willing nor able to police accounts which come from non-Americans or are not in English and which have non-American names and faces. And if they are in a non-Roman script, even less so.
What would make it easy for anybody to create multiple accounts is to pretend to be some non-common nationality, like say, a Malagasy and make a profile with a fake Madagascar name and a fake face from Deep Fakes. Then, the same person could pretend to be a Macedonian and form an account in Cyrillic with another fake face. If they are a fake female Macedonian, there would be even less scrutiny.
So, if FB bans a John Smith, and the Mr. Smith has one more account as Jean Rafanomezantsoa, and one more as Младенa Йовановскa, he can keep functioning as if nothing has happened
So, create several accounts, with fake Filipino names and faces, fake Bangladeshi names and faces, get some fake addresses and you're good to go.
