Call me crazy, but this sounds like it could be a great opportunity. It's like a scenario in some post-apocalyptic story. The old civilization dies, and only thugs roam the wasteland. What remains needs protection and civilized men. So a group of such men rides into town, get their own houses and other benefits, and send any thug trouncing that dares try to enter their territory. I doubt anyone is going to want to take a Detroit female and settle there though. But imagine 50 HA types settling there, getting the free houses, importing brides, and forming their own community. A real chance at community, and on the cheap too. Better gain some fighting/shooting/warfare skills first though...
