The food stamp program cost over $76 billion per year. Cutting 8 billion is like ~10% reduction.

But when the westerners' food supply is truly in danger, there WILL be a lot of panic. They're so conditioned to stuff their fat faces with food every hour of the day, fasting is a foreign, almost deathly frightening concept.

Referring specifically to America, we grow a large surplus of grains that's used for biofuel and animal feed. The issue is not with the supply, but due to urbanization, the food production is located at distance from population centers. Thus if the transportation system breaks down due to natural or man-made disasters, urban population is SOL. They say the supermarkets stock 3 days worth of food on the shelves. But in event of disaster, the shelves will probably be empty on the 1st day.
The LDS (Mormon) Church teach its followers to stockpile 1 year's worth of supply in food, and share with their neighbors in times of need. I'm not a LDS Church member but I work for a Mormon company. Copies of "Emergency Essentials" catalog can be found on the lunch room's tables. Mountain House #10 cans, such as Rice and Chicken, can be had for as little as $16.50 +S/H this month:

The dumb ones may riot and cause problems for themselves and those unlucky enough to live near them, but I'm seeing a good number of gardening videos and other indications that smarter ones are not planning to loot for their supper.
One can buy many seed packets for the tradeoff cost of one trip to the hair salon or horse track or whatever.

freeze-dried food that will last 25-30 years in storage. When you add water, the can will yield 10 servings of beef stew.
If you've never tried this type of food before, go to your local store and look for the camping supply area. You'll find Mountain House freeze-dried food in smaller pouches with 7-10 year shelf life.
