If it keeps some of the foreigner troublemakers out of Thailand (the bad ones, not the good ones), then I might be for it.

Absolutely ridiculous.
Everybody who knows Thailand knows that this will never work out in this form.
Either these wristbands will not be available, because this idea will never become reality, and if they are available in a few years or so they will be lost soon within a few weeks as tourists will give them to bargirls or take them home as souvenirs.
Thailand is not unsafe - just use some common sense and stay away from drugs and alcohol, this is a tropical climate.
Further, make sure you are in your rooms, or inside the hotel area around midnight when it is getting dark outside as all shops are closing.
Islands have to be considered as more risky as the mainland, as there is very little police there, and during night many criminals are coming and going by motorboat.
My wife and me, we are both 60+, visiting Thailand since decades, have our own rooms there, and so far we never had any problems.

This is just some bullshit proposed by an ignorant moron in one of the Thai government bureaus. This sort of thing would be logistically impossible to implement and the costs would be staggering.
