Commutation is reduction or removal of a person's sentence, without pardoning him or her. For example, a guy gets sentenced to death for killing his boss. They later decide "we know he did it, but we're not sure he deserves the death penalty", so they commute his sentence to 20 years.

In this case, Roger Stone was sentenced to 40 months basically just for lying to the elites in Congress, and his sentence was commuted to nothing - but he's not considered innocent.

Exactly. Basically, Congress (especially the Democrats within it) is a huge bunch of lying, cheating, corrupt hypocrites.
