They have no other choice, Western and also Asian tourists brought in a lot of money, about 15 to 20 % of the total GNP of Thailand.Shocking images show Thailand as you've NEVER seen it before with abandoned beaches and empty markets – and even the famous Khao San Road on lockdown
This 15 to 20% does not include those many foreigners, who bought condominium units as their second home and spent many months in Thailand, not as a tourist, but for retirement. Same with foreign men with spouse visa, who married Thai women and bought them houses, furniture, cars, and so on.
Plenty of foreigners left to their home countries, still the better choice for them.
For me about the same situation - I am waiting it out in Japan my permanent residence and nothing missing here.
My two condo-units in Thailand are empty, nobody of my family there since more than one year.
Now plenty of Thai peope are totally out of money and have no job. Many small businesses are closed, and I am not talking about nightlife only.
Anyway all closed at this moment.

As long as there are such restrictions for foreigners to enter, they will not come.
It's not only about quarantine, testing, health insurance etc. See links below
