Where are There No Marriage Licenses?

Where are There No Marriage Licenses?

Outside of Chile, I am not seeing too many options. For philosophical reasons, and even if I marry a foreign gal, I don't want to get a marriage license, but rather a registration. To my knowledge, only Chile does this. Any ideas on this?
