Low mortgage rates is what caused the economy to crash in 2008/2009. Plus with those low mortgage rates, people with insufficient incomes were allowed to buy a house. Then, home values dropped and many people who owned homes went underwater with their mortgages. As a result, lots of homes went foreclosed and the economy started tumbling down. If they tried the same thing again, another economic crash is looming.

Taco, another way the government (at least on the local/city level) through the use or should I say the ABUSE of what is called "ENIMENT DOMAIN". Taco, the use of the eminent domain clause is in the 5th Amendment of the U.S. Constitution which allows the government to take a private person's land (with just compensation) for PUBLIC use. This would including using the purchased land or property to build roads, schools, highways, military bases, etc. However, in recent years eminent domain has been used by some local governments to steal land and homes away from their owners to make way for PRIVATELY OWNED shopping malls, condos, luxury hotels, sports stadiums, etc. Of course only to have these some of those actions to be challenged in court through lawsuits.
