it originally refereed to a brand of young, extremely air-headed and superficial ladies from the San Fernando Valley (Los Angeles) who lived spoiled/high-maintenance lifestyles as daughters or trophy wives of rich men. Look up some clips of the movie "Clueless" for example. But plenty of women across the country now act like that so I guess the definition has been redefined.
