Davao doesn't even begin to compare to Cebu/Mactan when it comes to variety and sophistication of tourist spots. It's, as you say, mostly trips to resorts in Samal and around the Davao areas.

The area around Davao is not dangerous at all. You have to venture in the deep province of Cotabato or Sultan Kudarat to stand a chance that something unpleasant might happen to you.
