Feral Dogs in Costa Rica

When i visited Jaco Beach in Costa Rica in 2021 there was a large amount of dogs without owners. Many different people feed them.
None bit me, However I talked to an American tourist woman who said she was on a golf course down there and a German Shepard bit her.
She filed a report and the police caught it and said it had bit 7 other people. I have also herd that on Jaco tourists bring little dogs that are sometimes attacked by the bigger local dogs. I noticed most of the dogs were not fixed.

Does anyone know if there are more dog attacks on people and pets in Costa Rica than in the USA? My driver said occasionally the dogs will form packs and get aggressive.
