Visas for Ukraine citizen

Im in the US & got a girl in the Ukraine I would like to meet for holidays outside of just the Ukraine. I was thinking for EU, Budapest, Vienna, Krakow; for warm weather maybe Marrakech or Dubai.
How easy is it for her to get an EU visa? Morocco? The process seems to require first paying for hotel & airfare, but there is no guarantee of the visa, so how to get around this? Refundable tickets are much more money.
