Do not install it if you get a message from windows updater asking you to install it. Just read these stories and you'll see why.

I read there were some optimization aspects of SP3. I installed it and noticed a minor increase in speed, but nothing outrageous. I keep my registry spotlessly clean, drivers and virus definitions fully up to date so maybe I was less prone to any mishaps.
