Looks like they are trying to bait newbies into the markets.

The contracts already have force majeure clauses, allowing them to settle in currency.
When the LME had a similar problem in nickel (2006), they let industry get the physical metal and settled everyone else in cash.
I think the average retail buyer can easily find the amount he wants.
The online shops I follow aren't indicating a shortage.
