What happened here in the small city of Kanchanaburi was somehow provoked by the foreigner, playing loud music from 9 PM up to 4 AM and everybody there was drunk, the victim as well as the attacker. Thai people are rather insensitive of noise, but obviously this was too much to be tolerated for this crazy Thai person.
The attacker and the foreigner knew each other. It was not an attack from unknown Thai people.
If you look at this arrested man, he is very thin for a young man, likely a drug abuser and such people get out of control.

Thailand in general is very safe for foreigners by day, but not really during late night. Too many drug abusers, burglars, thieves etc. out in the streets.
If you want to be safe be back in your rooms past midnight and do not go out before sunrise. Do not disturb your neighbors with your behavior.
