Foreign internet for expatriates

Assuming a person moved abroad to start a new life after marrying a foreign girl, how fast are the foreign internet speeds? Would the speeds be capable of playing online RPG games with the servers based in America if the American wanted that as a hobby?

I'll give a few geographical pin-points like Rome, Italy; Novosibirsk, Russia; and Naples, Italy.

For servers based in America, the issue is not just upload and download rates, but also PING RATES. Ping rates are not measured in MBps (MegaBytes per second), but rather in milliseconds. More ms is BAD. Over 100 milliseconds is going to seem SLOW.

Generally Asia is to the US servers and i suspect that game-playing from Asia, also video skype calls from Asia, will be impossible. Europe is much "closer", I think. I bet Spain, England, France will be OK. It's sort of correlated to how many miles of cable and how many junctions the internet has to pass through.

Back when I use to play MMORPG games I would sometimes be in a group with Australians, Russians, and various Europeans. I stopped playing video games so I could live more in reality and didn't have the time when I was in college. I don't plan on playing video games for a long time because I will live in reality and focus on bettering myself.

I've recently dropped completely off FB for similar reasons. Also took the game off my cellphone.
