Solar panels and Water tanks

Solar panels and Water tanks
For those of you who have lived in places where the electrical grid is less than 24/7 or maybe they shut off the muni water supply at night, I'm wanting to know how locals deal with it.
Do they have their own Photo Voltaic (PV) system, or their own water storage tanks?
Would such back-up systems stand out & be resented (or targeted for theft) or would it not even be noticed if you did it?
Don't forget to name which place(s) you had experiences.

1) Why would somebody steal your panels???? Many don't understand how it works. You can be completely off the grid if you want or you can do a grid-tie-backup battery system that allows both, more expensive because of the batteries but best of both.

In parts or the USA, people are stealing all sorts of things -- catalytic converters off of cars on the street, copper wiring from street lights, aluminum siding, copper pipes, metal appliances from houses.
I doubt the thieves are concerning themselves with how these things work.
I see no harm in asking about other places.

The way things are going, we might need to start looking at alt-power & alt-water whether or not we relocate.
One state just had a chemical spill, here. No drinking, no bathing, not even washing clothes.
Into their second week, 300,000 people who can't use their tap water for anything other than flushing.
