The world needs Elites
I think having elites in the world is necessary. Although, there is still the issue of whether the current ruling elites are good or not. Realistically, everyone is an asshole, but some assholes move civilization forward and others don't.
Think of Caesar Augustus. While Princeps (he never called himself an Emperor), he was also the richest man in Rome. It is true that Rome was a mafia that brought enormous benefits to a relatively few. But, Augustus was hugely popular in his time, because he brought a relatively peaceful world to millions while bringing hell on earth to a few.
The elites of the world at any time are always a collection of mafia families. But we still need elites. Because most people are dumb as f**k, and letting the average barbarian make decisions is suicidal. Most people engage in endless hours of mindless entertainment rather than using their resources to better themselves. They clearly demonstrate if they had more riches or power, they would waste it away on trash and clearly don't deserve it.
Seneca, in his essay "On crowds" advised his friend Lucilius to avoid most people, because they have a degrading effect on one's character.
"To consort with the crowd is harmful; there is no person who does not make some vice attractive to us, or stamp it upon us, or taint us unconsciously therewith. Certainly, the greater the mob with which we mingle, the greater the danger."

Whether we need them or not, we will always have elites. All social groups self-organize into hierarchies. The larger the group, the more complicated the hierarchy and the greater the distance between top and bottom tiers.

It is always the upper 0.1% backed by the moronic lower 90% versus the upper 10%. In a civilized society the upper 10% rule. In a degenerate society the upper 0.1% rule with the support of the moronic lower 90%.

It is not a question of the world "needing" elites. Elites form as a consequence of human nature, just as do worthless dregs.
The question is what role should elites play in an altruistic sense. George Soros is one example of a leftist Western elite who has done incalculable damage to the West. Peter Thiel, by contrast, is an example of a polar opposite libertarian elite who is a force for good in my view.
Able men will always rise to the top. What they do while there must be the question.

You just hit what communism is really about, the elite figured long ago that the 10% you refer to are the problem so they divised communism as a plan to get rid of that class so they can rule forever.
