Yeah, you can't have a few thousand douchebags openly running the world and treating everyone else like garbage while still allowing us the agency we have been accustomed to. It is going to be a far more prison-like lifestyle in most places for those who are allowed to live at all. A lot of control systems were really just preparation and experimentation for what is coming in the next few years.
