What about working/living overseas for extended periods?

So what about the possibility of working/living in a foreign land for an extended time (3-12mos) in order to learn the culture and really have time to meet the right woman ?

Like can an American get a visa and find some type of half-decent job there ? Instead of just carting my meager savings over there and depleting it, I would prefer to get set up and do some part time work to make my rent and board at least - can this be done ?

I\m not talking about execs or engineers who are working for large international companies and can get transferred over there- I mean just up and moving there and finding some work there - can this be done ?
