*This was a Friday afternoon. I had things to do before sundown.
*I rarely eat out.
*With hair like that, it's unlikely that our diets have anything in common.
*If she didn't have money for her phone bill, she didn't have money to eat out either, and I'm not going to pay for a meal for her.
*I figured she's looking for a man to support her and her daughter. I am not that man. I had already told her I'm planning to go overseas to look for my wife; the remark apparently went in one ear and out the other.
*How long had she been out of work? If long, why didn't she cut out visits to the salon? She didn't say how much she spends on hair treatments, but looking at her hair, I'm sure it's much more than I do.

First rule of lending money, ever lend what you can afford to loose
Rule number two, any large amount never give it to family members if you expect to see it back, because you won't.
Women do these things because our social safety net is a trash heap and I would bet in a Red State like NC its likely WORST than the National Average.
In any case what does hair streaks of to do with anything???? I am not a fan of some of the hair styles women have at times, but I am not judgmental over it.
Sorry but you're not special, men and women do this if they believe you are either good with money (saver not a spender) and know you're working.

She called me at 4:40 this morning and came a few minutes later. I had misunderstood that she was going to pay me back, as I had not finished sleeping when she called. She asked for more money and I told her point-blank "I don't have it!". She does have a job, but she's also going to school, so her job is not full-time (I've been there too), and she has an early morning class, which explains why she came over so early. She said she'll pay me back on Friday.
I'm an aspie, so it takes me a long time to figure out what happened in a social situation. I didn't figure out that she was trying to get a date with me until long after she left. To ask someone for money and then ask the same person for a date would never occur to me.
^People who abuse their hair are likely to abuse their bodies in other ways, such as by eating junk.
The previous neighbor needed help with her phone bill, and she did pay me back.
