I would also assume there is also a greater shortage of men in Ukraine than Russia due to their civil war.
1. The U.S. initiated the regime change and inserted their corrupt puppet regime into Kiev. Therefore, Ukraine is currently a vassal state of America (and all vassal states are both suzerain and protectorates).
2. Russia is powerful enough to stand up to America. So if the world is a chessboard, Russia would be a great spot on the chessboard to castle under certain circumstances. (Look at Eric Snowden for example)
3. Russia has many cities and a large geography. It has a lot of room to become a superpower again, while America is a declining superpower.
4. I think the Russians will either annex half or all of Ukraine in the future. Either that or the Ukrainians would have to vote in a pro-Russian candidate, if the Ukraine actually has real elections (most American puppet regimes don't have real elections). The Russians won't allow Ukraine to join NATO.
5. Millions of Ukrainians already went to Russia to flee the Civil War and Russia once again controls Crimea.
