I believe one of those guys considered prostitution to be like a sewer system in a city. But for the individual believer, engaging in such activity is sinful.
But, no, I don't agree that a society needs to have prostitution. Augustine was a smart man, but he was also wrong about a number of things. I am less familiar with Aquinas.

You apparently think you know better than generations of people running successful Christian societies and their predecessors, and you just happen to agree with the Satanists openly advocating policies to destroy Christian society. Protestants have been around for hundreds of years, and a lot of predominantly Protestant societies have outlawed prostitution. Are you a papist?
Early Christians eschewed prostitution also. When they came to more political prominence in the Roman world, some of them compromised their ethics.
But the idea of people who are outside of the faith going to prostitutions... that's kind of an another issue. Christians are supposed to live like Christians, not sleep with prostitutes.
