Does the EU share EU Passport travel records with the US?

Not sure what you mean, as EU citizen you have an EU-ID card, you can travel within EU without passport.

What I mean is if I were to travel to Vietnam or Russia or Belarus or Ukraine on my EU Passport, would the EU tell the US where I traveled on my EU passport?

He does know. Because he wants to do something illegal. He wants to go to a country to have sex with someone below the age of consent in the state he is from. That is why he wants to know if the EU shares his travel records with the US.

It isn't about the age of consent! The US tries to prevemt people from visiting nations like Cuba or North Korea and if a person visits some nations then they will get extra screening for life (practically anywhere in the Middle East except Israel).
