China might use North Korea to attack Taiwan. It would avoid Chinese culpability and North Korea can claim it was an accident. Taiwan is considered China by the PRC. The United States wouldn't risk a war. It turns up the pressure on the West and Taiwan.

That's why North Korea is becoming more active.

Test an ICBM. Claim the system failed or it was a human error. Obviously, it's intentional, but they can claim it was an accident. If it's not believed, it shouldn't matter much.
