Does the west perpetuate some of its own social problems?

Drug problems are worse in the USA ("The War On Drugs") than in Amsterdam.

You are more likely to get king hit in the west where alcohol laws are tougher, then in Thailand.

Does the strictness on certain things (totalitarianism) in the west only serve to make the problems worse?

Or do you think it is just cause and effect?
