Flags of Convenience and Starting Your Own Nation

I was reading a book on starting a new nation, and it is quite interesting. One thing I grabbed out of that was flags of convenience. What do you think of offshore business opportunities with this? I have a bunch of ideas, but I am not quite sure about it. But it is something to consider (offshore boats for various state banned, but nation sanctioned activity).
